Operational Programmes in Bulgaria (2007-2013)

EU structural policy aims at strengthening the economic and social cohesion among all member states of the European Union (EU) and the candidate countries. The policy provides investments primarily for reducing disparities in the development of over 250 European regions, with a focus on least developed regions in structural terms.

After the successful EU accession, Bulgaria receives substantial financial support from the Structural Funds for its rapid socio-economic development. To accommodate these funds, our country has developed two strategic documents – the National Strategic Reference Frameworks and the Operational Programmes.

NSRF is the main program document, which describes the national strategy for utilising Structural Funds resources for the period 2007 – 2013.  For achieving the national medium-term goals the framework document focuses on four strategic priorities:

- Improvement of basic infrastructure
- Improvement of quality of human resources (focusing on employment)
- Promoting entrepreneurship, and
- Maintaining balanced territorial development.

The Strategic priorities are supported by actions formulated in seven Operational Programmes (OP):

- Transport
- Environment
- Human resources development
- Competitiveness
- Administrative capacity
- Regional Development
- Technical assistance.
